Chih-shian Liou is a professor at the College of International Affairs, National Chengchi University, Taiwan, Republic of China. Her academic expertise spans comparative politics, political economy, Chinese politics, and international relations. Through the lens of overseas ventures undertaken by Chinese state-owned enterprises (SOEs), her research delves into China's SOE sector, China's economic statecraft, and the institutional underpinnings of Chinese state capitalism. Currently, she is engaged in an ongoing examination of China's state capitalism, focusing on China's Belt and Road Initiatives in Africa and its bifurcated industrial policy regime. She holds a Ph.D. in Government from the University of Texas at Austin, a LL.M. from University of Pennsylvania, a M.A., a B.A. in Political Science and a LL.B. from National Taiwan University.
